The previous state action plan in Brandenburg was evaluated using a methodological triangulation and recommendations for further development in accordance with the requirements of the Council of Europe Convention on preventing and combating violence against women and domestic violence (so-called Istanbul Convention (IC)) were formulated in an expert report. The recommendations made are based on the findings of an online survey to which residents of the shelters, employees of the support structures as well as offices and authorities were invited. This survey focussed on the topics of equipment and resources as well as perceived needs with regard to IC. Women's refuge staff were also asked about their working conditions, while residents were asked about key socio-demographic data. A total of 16 in-depth, guideline-based expert interviews were conducted with employees of the support structure and ministries, which underpin and explain the content of the results
The coronavirus pandemic measures had no further impact on the surveys, as the qualitative interviews took place at a time when incidences were low. However, due to the measures, it was not possible to hold project meetings to jointly analyse the qualitative and quantitative results in person, which might have provided more in-depth insights
The report will be published by the Ministry after it has been revised.
