And if you have an equivalent, recognised qualification, you are also very welcome. You do not have to complete a pre-study internship and we have no admission restrictions.

Information about the degree programme

The programme consists of compulsory and supplementary modules. The compulsory modules include economics and administrative sciences (35%), law (40%), social sciences (8%), statistics (5%) and communication (12%). In the 5th and 6th semesters, you choose eight supplementary modules. The programme content is strongly practice-oriented. The degree programme includes two practical semesters.

    Application and admission:

    There are a variety of entry routes to the Bachelor's degree programme in Public Business Administration/Public Management, namely:

    • general higher education entrance qualification (Abitur),
    • subject-restricted higher education entrance qualification,
    • Fachhochschulreife,
    • at least two years of professional training in a related field + three years of professional experience in a related field + successful trial study programme (1-2 semesters),
    • Vocational training + three years of professional practice + passed entrance examination,
    • Successful completion of the master craftsman's examination or further vocational training equivalent to the master craftsman's examination (e.g. further training as an administrative specialist) or
    • Degree as a state-certified business economist or state-certified technician.

    The Fachhochschulreife can be acquired in different ways depending on the federal state, e.g. through

    • Secondary school leaving certificate + two-year specialised secondary school or
    • Secondary school leaving certificate + vocational training + one-year specialised secondary school.

    No. There are no tuition fees. However, if the total standard period of study is exceeded by more than four semesters, fees of 500.00 euros/semester must be paid; further details and special regulations can be found in the Thuringian Higher Education Fees and Charges Act (ThürHGEG) of 21 December 2006 (GVBl. p. 601), last amended by Article 15 of the Act of 11 June 2020 (GVBl. p. 277, 284).

    In addition, fees of €74.00/semester are payable to the student union, €5.00/semester to the student body, €49.48/semester for the DB Regio Thüringen semester ticket and €32.10/semester for the public transport ticket, i.e. a total of €160.58/semester (as at: winter semester 2023/2024). For the first semester, there is an additional one-off charge of 20.00 euros for the thoska card.

    Please apply online. Then submit the required documents to the Study Service Centre at Nordhausen University of Applied Sciences. This is possible until 30 September each year. If you fulfil the admission requirements, you will then receive a letter of admission authorising you to enrol as soon as you have paid the fees for the first semester.

    Part-time / dual study programme:

    If you are employed for at least 20 hours per week, you can be enrolled on a part-time degree programme in accordance with Section 13 of the Enrolment Regulations. Part-time semesters are counted as half semesters. The amount of the semester fee remains unaffected by part-time study. You would then be able to study with half the workload per semester and therefore take more time to complete your studies. However, the Bachelor's degree programme in Public Business Administration/Public Management is an attendance-based programme. Attendance is only compulsory for very few modules. However, the other modules are also designed for on-campus study.

    You will be able to cope well with a part-time degree programme if you have your workplace in Nordhausen or the surrounding area and can organise your working hours flexibly enough to allow you to attend courses. It is also important that you can be deployed during the internship semesters in accordance with the internship regulations. It is advisable to seek student counselling in advance.

    The Bachelor's degree programme in Public Business Administration/Public Management is not a dual study programme. You can complete the degree programme without a training contract with a public administration. This is the standard case for which the degree programme is designed. However, if a public authority concludes a training contract with you that includes the Bachelor's degree programme in Public Business Administration/Public Management, there is nothing to prevent this from the university's point of view.

    Recognition of examination and study achievements

    Coursework and examinations completed at other state and state-recognised universities will be credited upon application, provided that no significant differences in the skills acquired can be identified and justified in relation to those that they would replace. It is best to contact the Examinations Office at the beginning of your degree programme.

    You have acquired competences and skills outside the university sector through your training. Such competences and skills can only be recognised if they are equivalent to the competences and skills acquired through the relevant modules and are to be demonstrated by their successful completion. The criteria for recognition are the content, level and topicality of the competences and skills. Equivalence is generally not given in the case of training as an administrative assistant (level 4 of the European Qualifications Framework) qualifying for activities at intermediate civil service level.

    In the case of further training to become an administrative specialist (level 6 of the European Qualifications Framework), however, crediting is possible. Traineeships can only be credited if the activities to be credited are usually carried out by civil servants in the higher non-technical service or comparable employees due to their content and level and practical training of six months in specialised key areas of the career tasks is ensured.

    Career qualification for the higher civil service

    The content of the Bachelor's degree course meets the requirements of the position paper of the Conference of Interior Ministers of 23/24 June 2005, which means that it is a course that directly qualifies you for the career path of the higher non-technical administrative service in Thuringia (Section 22 (2) of the Thuringian Careers Act - ThürLaufbG). The career qualification is acquired when the authority that wishes to make you a civil servant recognises this in accordance with the career law of the federal government or the respective state. This is a formal procedure under the responsibility of the hiring authority. It is not necessary to take a separate examination after successfully completing the Bachelor's degree programme in Public Business Administration/Public Management in order to acquire the career qualification.
