Summary of the project

A legal expertise on the deployment of family midwives was prepared for the National Centre for Early Intervention in 2014. The project focused on clarifying open legal questions - labour law, social security law, tax law - regarding the deployment of family midwives (and other healthcare professionals). In cooperation with DIJUF, these legal aspects and questions about when family midwives are self-employed or employed and what social security and tax obligations apply to them were analysed. The three resulting legal reports were published by the NZFH at the end of the project in April 2015.


The aim of the expertise was to create legal certainty and certainty of action for stakeholders at all levels who are involved in the qualification or deployment of family midwives and other healthcare professionals (which is the subject of the Federal Early Help Initiative). This applies to the federal and state levels as well as to local actors in public authorities (youth welfare offices, health authorities) and independent organisations. In addition to the publication of the legal opinions, these are also incorporated and explained at conferences/lecture events.
