Prof Dr Elmar Hinz has been the spokesperson for the Institute of Public Management & Governance since October 2014. The institute solves management problems for local authorities from a legal, economic and social science perspective. In October 2015, Professor Hinz organised a symposium with renowned experts in administrative sciences in Nordhausen to disseminate joint research findings. As the Institute has taken over the scientific monitoring of the One Harz initiative, a conference on the topic of "More than tourism - the Harz regional centre" is currently being prepared together with the city of Goslar.
Professor Hinz was born in 1977. He studied business administration at the University of Hamburg until 2004, specialising in public economics, marketing and law. During his time as a research assistant at the Institute of Administrative Sciences at the Helmut Schmidt University of Hamburg, he worked closely with representatives of various positions within the administrative sciences and their international partners.
This was followed by a doctorate on the subject of "New administrative management and employee leadership". Here, Professor Hinz developed a management model that picks up on international developments in administrative modernisation, transfers them to German conditions and places greater emphasis on independent employees. These findings were also recently incorporated into the organisational review of a district administration.
Prior to his appointment at HSN, Elmar Hinz worked as a consultant for impact controlling at the Evangelical Church in Germany (EKD), where he was responsible in particular for the elements of target management in the EKD's first double-entry budget. Elmar Hinz will shortly be publishing a well-founded practical guide on elements of target management in public budgets.
Professor Hinz has now been given a long-term contract with the university. "I can now reliably continue my varied work as a professor and all of our institute's upcoming projects," says a delighted Elmar Hinz.
